Submitted, for information, with reference to my letter No.650 of 31st August, 1890.
The Chinese Authorities appear to have at last taken active measures to suppress these robberies, and, if only continued, the navigation of these inland waters might once more become practically safe.
The eight pirates referred to have been taken to Canton, where they will meet with little mercy.
